Stefan Sanchez is Director of Value People and an experienced business case practitioner who has delivered business cases across diverse programmes and projects. He has over 15 years’ experience in the public sector including regulatory work; parliamentary experience and senior management positions in the Welsh Government – latterly in the finance department.

STEFAN SANCHEZ

Stefan is an experienced strategic thinker with extensive experience of developing government strategy and policy with an excellent understanding of political needs. He led the development of the Welsh Government’s approach to programme and project prioritisation through the Wales Infrastructure Investment Plan (WIIP) and oversaw the allocation of over £700m of central funding to schemes in Wales, working closely with ministers in the process.

 

Stefan has depth of knowledge and practical application of the best practice Better Business Case/Five Case Model approach and within government:

  • led the development of several high profile schemes across the Welsh public sector, including the Welsh Government’s Local Government Borrowing Initiative; Flood Programme; Social Housing Revenue Grant; Capital Loans for Sports and Leisure

  • oversaw over 100 ‘scrutiny reviews’ for Accounting Officers seeking assurance their investments will deliver value for money; and

  • established the Better Business Case network – a forum to bring together practitioners to share best practice, develop skills and to help embed the approach across the public sector

 

Stefan was instrumental in developing the Better Business Case accredited standard which is now commercially available.

 

He recently provided the New Zealand Treasury with support on use of the standards alongside Joe Flanagan, the architect of the Five Case Model. Stefan is also an APMG Approved Better Business Case Trainer.

 

Recent business case assignments include:

  • working with ICF to provide Ofgem with support on its Switching Programme Business Case

  • Providing Ofgem staff with ongoing training in the Better Business Case standard

  • developing the NHS England’s care.data Programme Business Case and subsequent SOC/OBCs – a designated Major Project by the Cabinet Office, HM Treasury and Major Project Authority;

  • economic assessment expertise for impact assessment on mandatory half-hourly settlement

  • a Programme Business Case for Ordnance Survey’s Transformation Programme

  • A SOC-OBC for the University of South Wales and Coleg Gwent’s ‘Newport Knowledge Quarter’ investment – a unique, cross-cutting approach to integrating higher and further education services

  • a Programme Business Case for the reorganisation of 10 primary schools in the Gwernyfed Catchment Area for Powys CC and combined Strategic Outline Case-Outline Business Cases and Full Business Cases for the subsequent investments (3 new primary schools)

  • a Programme Business Case for the reorganisation of 8 primary schools in the Welshpool catchment area for Powys CC and combined SOC-OBC and FBCs for the subsequent investments (2 new build primary schools).
