BILL HARKINS

Bill has supported collaborative working between police forces by managing the preparation of Strategic and Outline Business Cases for shared services using the HM Treasury Green Book Five Case Model. He subsequently managed the design and development of a project initiation document to meet police requirements and ensure early realisation of benefits (including savings in the region of £8.2m). This required extensive stakeholder management and ‘lean process’ expertise.

Bill led the Information Assurance work stream of a significant, new, multi-partner facility (circa £82 million), requiring liaison across eight major UK and Scottish agencies and data handling up to and including BIL5. This included all elements of governance, security (physical, personnel & ICT), liaison with CLAS consultants, development of RMADS and policy documents, compliance with HMG Security Policy Framework, extensive consultation on ICT strategy, business case/benefits and achieving public value.

Bill Harkins is an exponent of Public Value and is collaborating to write a book on this including the development of a model and methodology for understanding and measuring the value of services to the public. He specialises in:
